I have the honor herewith to enclose a memorial on the subject of the location of a military road from Sioux City to Fort Randall etc.

I trust I shall be excused in expressing the hope that the subject of the Memorial may receive your careful consideration, believing it as I do to be important to have the road so located as to be available at all seasons of the year.
